The problem appears to be the excessively convoluted JavaScript (which should be wholly BANNED from osCommerce anyway) trips when passing a "GET" password that contains a + (plus) sign (it gets transformed into a space). I'd suggest that when fixing that that ? and & be checked also for unintended behaviors.
I do not know if database access past the installation process fails or not, I'll leave that for you to test.
